The protocol upgrade proposal was published on the Scroll governance portal<\/a> on November 4, 2026, and it bundles both changes into a single DAO vote. The Scroll privacy AI network plan replaces the chain's current role as an open, general-purpose rollup.<\/p>\n

What the Scroll Proposal Changes<\/h2>\n

Scroll is currently a permissionless, general-purpose Ethereum layer 2. The proposal would make it a permissioned network built for AI applications that need data privacy and controlled access. Model providers and other operators would work under posted stakes that can be slashed for misbehavior.<\/p>\n

SCR voting would cover AI model deployment and configuration, rules for AI agents, and the core risk parameters of USX, such as collateral and system limits. SCR could also be posted as collateral by model providers, validators and high-risk service operators.<\/p>\n

The migration plan uses separate technical steps for the SCR and USX contracts on Ethereum, while governance treatment stays unified under SCR. The proposal keeps tokenomics unchanged, with no new issuance.<\/p>\n
